Jerome leads ACIL Allen Consulting’s competition policy practice, and advises corporate and government clients on competition and regulation policy, economic evaluation of major projects, telecommunications, and gambling.

Jerome’s recent major projects include:

  • advising the Australian Government on the degree and nature of competition in the Australian tobacco industry
  • a report to Crown Limited on the economic impact of its proposed casino in Sydney
  • expert witness litigation support for Ashton Coal regarding the economic impacts, benefits and costs of a proposed  mine in the Hunter Valley
  • advice to the Victorian Department of Health on the market for Non Emergency Patient Transport
  • advice to the Commonwealth Department of Health and Ageing on pricing of aged care residential services
  • advising the Federated Chamber of Automotive Industries on the economics of auto industry support
  • advice to the Tasmanian Government on the economic impact of the gambling industry

Prior to joining ACIL Allen Consulting in 1995, Jerome was a senior official of the Reserve Bank of Australia. He was a member of the Tasmanian Government’s Expert Review Panel on the Electricity Industry.

Jerome was educated at University of New South Wales and the Woodrow Wilson School of Public and International Affairs, Princeton University. He holds a Bachelor of Commerce (Honours), Master of Public Affairs Administration, Master of Arts, and PhD.
